Ukraine Makes History Leading NATO's Red Team in Portugal
Ukraine made history in September 2025 by leading and coordinating the opposing forces, known as the 'Red Team', during NATO's REPMUS/Dynamic Messenger exercises in Portugal. This marked the first time in NATO's history that Ukraine held this role.
The exercises saw Ukraine test the compatibility and tactics of around 20 NATO member countries, focusing on the use of unmanned systems for coordinated strikes and rapid threat response. Notably, Ukraine integrated unmanned platforms into its own combat system, DELTA, according to NATO's STANAG 4817 standard.
The exercises practiced modern maritime warfare technologies such as protecting underwater infrastructure, reconnaissance, mine countermeasures, underwater threats, and unmanned systems. Ukraine's leadership of the opposing force strengthened NATO's maritime resilience and contributed to shaping the future of collective security.
Ukraine's participation in the REPMUS/Dynamic Messenger 2025 exercises demonstrated its commitment to modern maritime warfare trends and the integration of innovative tactics within NATO. The successful coordination of the opposing forces by Ukraine further solidified its role as a key partner in NATO's collective security efforts.
