Trump Administration's AI Action Plan Boosts Innovation, Lawmakers Push for Risk Assessment

The AI Action Plan, announced by the Trump administration, aims to streamline permitting for nationwide AI data center construction. This move seeks to boost energy capacity and relax clean air and water regulations. However, this approach differs from the safety-centric approach favored by the previous administration.
In response, Sens. Josh Hawley, R-Mo., and Richard Blumenthal, D-Conn., have introduced the Artificial Intelligence Risk Evaluation Act. This bill aims to evaluate AI risks tied to national security, civil liberties, and labor protections. It proposes establishing a risk evaluation program at the Department of Energy, led by Secretary Chris Wright, to track AI safety concerns and examine advanced AI systems. The program would collect data on 'adverse AI incidents', including loss-of-control scenarios and threats to critical infrastructure.
Under the AI Action Plan, developers of advanced AI systems would be required to participate in the DOE program and submit product information before deploying new technology. The Energy secretary would deliver an annual report to Congress, detailing plans for federal oversight of advanced AI systems based on the DOE program's results.
