Senegal Introduces SOURCE Digital Platform for Efficient Management of PPP Agreements

Senegal has taken a significant step forward in modernizing and accelerating the management of Public-Private Partnerships (PPPs) with the launch of a new digital platform called SOURCE Senegal. The platform, officially unveiled by the Ministry of Economy, Planning, and Cooperation on Tuesday, August 5, 2025, aims to digitize and centralize PPP contract processes, enhancing transparency, compliance, and operational efficiency.

The launch of SOURCE Senegal is a significant milestone in Senegal's ambitious infrastructure modernization goals. Supported by Germany and the Sustainable Infrastructure Foundation, the platform provides a legal, technical, and financial framework for PPP projects, aligning with Senegal's long-term "Senegal 2050" strategy. This strategy targets approximately CFAF 4,370 billion in PPP investments by 2029, with a focus on modernizing infrastructure, streamlining administrative procedures, and improving governance and sustainability in public investments.

SOURCE Senegal enables contracting authorities to manage the entire PPP contract submission, evaluation, approval, and signing process digitally. This streamlined process is expected to reduce administrative delays and costs while adhering to international standards and Senegal's legal framework, specifically Act No. 2021-23 of March 2, 2021.

The platform is designed to boost investment by improving transparency and accountability in PPP contract processes. It supports regulatory and institutional reforms that create a more conducive environment for public and private sector collaboration in infrastructure projects. SOURCE Senegal also facilitates the mobilization of reliable and sustainable investments by structuring PPP projects clearly from legal and financial perspectives.

In addition, the platform contributes to broader business environment improvements under national reform programs aimed at competitiveness and governance. Visual representations of project timelines and data through the platform provide stakeholders greater insight and oversight, reinforcing good governance practices.

Minister Abdourahmane Sarr, who initiated the SOURCE Senegal project, emphasized that digitalization of public administration is a key pillar of Senegal's national transformation agenda. He acknowledged the support of development partners including GIZ, the African Development Bank Group (AfDB), and the SIF Foundation in the launch of SOURCE Senegal.

The success of the initiative relies on the active engagement of all stakeholders. Minister Sarr urged all ministries, public agencies, and national corporations to adopt and integrate SOURCE Senegal into their operational procedures. This wide dissemination of project opportunities is expected to ensure nationwide accessibility, further attracting private investment and strengthening good governance.
