In the chilly Sakha Republic, Yakutsk is welcoming a new addition to its urban infrastructure - a federal self-balancing scooter rental service. Olga Sherstyannikova, chairperson of the permanent commission on entrepreneurship, industry, trade, and transport, has expressed her approval for this development.

However, as with any new transportation method, safety and regulation are paramount. The current scheme for parking spots is preliminary, and the city administration is working to speed up the process, as it affects the collection of rental fees for the city's budget. The issue of clearly defining parking spots with road markings is still open and subject to adjustment based on demand.

Ensuring safety is a priority, with regulations needed to prevent children and people under the influence of alcohol from riding the scooters. Measures are being taken to educate visitors and residents about pedestrian and bike lane rules. Slow zones need to be expanded around transport hubs, parks, squares, residential areas, and busy streets, where speed is limited to 5-15 km/h.

Safety regulations often fall under broader rules for electric vehicles or personal mobility devices in Russia. However, specific regulations and safety rules can vary by city, and in Yakutsk, local authorities may have particular provisions due to the city's climate and urban infrastructure. For the most accurate and up-to-date information, consulting Yakutsk municipal government websites or Russian federal traffic laws as they relate to electric personal transport devices is recommended.

To prevent abuse, it's necessary to prevent multiple scooters from being activated with one account. Additionally, payments for scooter usage are sometimes made using virtual cards. Weekly skateboard driving schools will be held to enhance pedestrian culture.

The Yakutsk City Duma will join a working commission involving the Whoosh operator and the state traffic police to address issues of scooter usage rules and violations. Around 180 accounts of repeat offenders have been blocked, but many users, including parents, are still riding scooters with children, despite fines.

The service is seen as part of the development of Yakutsk's infrastructure, as it increases mobility and reduces traffic congestion. However, with the arrival of this new mode of transportation, it's crucial to maintain a safe and orderly cityscape. The city administration and Whoosh operators are working together to identify and address violations of scooter usage rules.
