This marks a clear divergence between US/UK's market-driven, innovation-focused AI policy and other countries' more cautious, safety-oriented approaches.

The global race to more powerful AI is seen as still wide open, with France seizing on DeepSeek's development as evidence. The AI Action Summit in Paris is a significant step in shaping the future of AI, focusing on discussing frameworks for AI policy but not creating new regulation.
