Increase in parking enforcement: Heidelberg utilizes scanner-equipped vehicles to identify violators as pressure on parking spaces intensifies
In the heart of Baden-Württemberg, the city of Heidelberg has taken a significant step towards modern traffic management. The city, with approximately 155,000 inhabitants, is the first in the southwest region and one of the first in Germany to deploy a scan car for combating parking violations. This innovative vehicle, part of a pilot project, is designed to address the growing number of cars in the southwest. Since 2010, the number of cars has increased by 19 percent, while the population has only grown by four percent in the same period. This surge in vehicles has led to a decreasing number of public parking spaces, a concern that the Association of Towns and Municipalities has welcomed the use of scan cars to address. The scan car, equipped with cameras and modern technology, can check up to 1,000 vehicles per hour, according to the Ministry of Transport. This efficiency is a stark contrast to an employee of the municipal public order service, who can only check about 50 vehicles on foot. The goal of the project, as stated by the ministry, is to make traffic monitoring more efficient and to make the streets safer. The scan car works in areas where parking permits are digitally recorded. It can check license plates within a maximum of two seconds, making it a swift and effective tool for ensuring fair use of public parking space, as the Association of Towns and Municipalities sees it. However, the ADAC, a well-known automobile association, acknowledges the increasing parking pressure but questions whether scan cars can be a broad solution for the lack of parking spaces. The scan car will be deployed in two districts of Heidelberg during a test phase, with parking violators not receiving fines initially. The city's move towards using scan cars is supported by Baden-Württemberg, which has created a legal basis for the use of such vehicles, making Heidelberg's project the first of its kind in the federal state. The developer of the technology claims the scan car can check up to 1,500 vehicles per hour, and the vehicle is interchangeable, requiring a load-bearing capacity of about 40 kilograms on its roof for installation. The city of Heidelberg is paving the way for a more efficient and safer traffic management system, setting an example for other municipalities in Germany and beyond.
