Get ready, Kazakhstan! Starting May 24, the game-changer known as the "Housing Ensurance Center" is here. This automated system, overseen by "Otbasy Bank" and transfiguring into the National Institute of Development, is set to streamline the state housing queue process without a hint of human intervention.
The rules of engagement are straightforward. Any Kazakhstani citizen—no matter their background—can toss their hat into the ring, but they've got to meet a few basic criteria:
- No personal housing for the past five years;
- Existing housing that's deemed unlivable.
The ins and outs of the game have been drafted by the Ministry of Industry and Infrastructure Development of Kazakhstan. You can find the nitty-gritty in the orders published on the Standard Control Bank NPA RK website.
So, here's how you play:
- Pop over to the "Otbasy Bank" website using your electronic digital signature;
- Navigate to your personal cabinet and submit an application;
- If you're eyeing a pad in Astana, Almaty, or Shymkent, prove you've lived there for the last 3 years (unless you're under 29, and your parents kicked the bucket before you reached adulthood);
- If you belong to one of the needy groups (think WWII vets residing in decrepit homes or vulnerable citizens), let the system know;
- Consent to the processing of your personal data;
- Sign on the dotted line, send it off, and wait with bated breath for a reply;
- Keep your eyes peeled for the result in your personal cabinet and via SMS to your registered number.
Applications will be assessed within a day if you're a standard applicant, but if you're living in a dump and require expert analysis, you might need to wait an extra three days.
If your application gets the thumbs-down, you'll be notified in advance with a chance to air your grievances. Expect a decision by the end of the state service period, plus or minus 2 days after receiving the notification.
