Enhanced Cybersecurity Collaboration between Vietnam and Cuba

In a significant development, Vietnam and Cuba have deepened their cooperation by signing a cybersecurity agreement, marking a significant step in strengthening bilateral ties. The agreement was signed on August 15, 2025, in Hanoi, during a meeting between Vietnamese Minister of Public Security Luong Tam Quang and Cuban Minister of the Interior Major General Lázaro Alberto Álvarez Casas.

The cybersecurity agreement focuses on information sharing, capacity building, and using expertise to fight cyber and high-tech crimes. As part of this agreement, Vietnam will assist in training officers from Cuba's Ministry of the Interior to strengthen technical and operational capabilities in cybersecurity and crime prevention.

The need to strengthen security cooperation and combat plots and activities aimed at undermining the revolution was underlined. Both sides emphasize cooperation against organized crime, transnational crime, terrorism, human trafficking, crimes in trade and tourism, and emerging non-traditional security threats, which include cybercrime.

Beyond cybersecurity, the collaboration extends to broader themes. Vietnam supports Cuba's agricultural development and suggests technology transfer, particularly biomedical technology. There are plans to complete procedures for inaugurating a medical science research center in Cuba.

General Quang, Vietnam's Minister of Public Security, highlighted cooperation in food supply and production in Cuba as a priority. He also suggested increasing the exchange of high-level and working-level delegations to share experience and propose cooperative solutions.

The two ministers agreed to expand collaboration into areas such as prison management, training, professional expertise sharing, and equipment support for national security protection. They also agreed to promote the exchange of information and deploy joint operational plans to enhance their national positions and promote the steadfast Vietnam-Cuba relationship on the international arena.

General Álvarez Alberto Álvarez Casas, Cuba's Minister of the Interior, affirmed Cuba's gratitude for Vietnam's unwavering support for its revolutionary cause, especially during difficult times caused by the embargo. He expressed his confidence that the measures agreed at the talks would be implemented effectively, further deepening ties between the two ministries and the two countries.

Vietnam reaffirmed its consistent stance of supporting Cuba's efforts to update its socialist socio-economic model. The discussions reaffirmed the special friendship between the two nations. Vietnam expressed its readiness to share renewal experience and boost economic, trade, and investment ties with Cuba.

This comprehensive plan for training, technology cooperation, and tackling diverse security challenges is a testament to the growing friendship and cooperation between Vietnam and Cuba. Both nations look forward to a future of mutual growth and support.
