Discussion II: Strengthening U.S.-Japan Alliance in Developing Secure 5G Telecommunications Systems

The U.S.-Japan Alliance Conference Series, taking place on February 23, 2021, online, will delve into the critical issue of enhancing IT cooperation between the two nations, particularly in the development of secure 5G networks. This year's conference, hosted by The RAND Corporation and Los Angeles, consists of two webinars, the first of which will take place on February 25.

Expert discussions at the conference will highlight several key policy options for U.S.-Japan IT cooperation, with a focus on building secure 5G networks. These options reflect the priorities of both governments and are shaped by evolving security and technological landscapes.

One of the primary policy options under consideration is strengthening supply chain security and technological collaboration. This includes joint development of next-generation semiconductors, aligning R&D roadmaps between research organizations, and enhancing supply chain resilience.

Another key area is public-private collaboration and digital infrastructure investment. The Japanese government provides significant financial support for private sector investment in 5G and beyond, and similar initiatives could be harmonised with U.S. policies to facilitate trans-Pacific collaboration.

Cybersecurity and active defence measures also form a significant part of the discussions. Given the increasing sophistication of cyber threats, both nations are committed to improving their cybersecurity postures through joint exercises, information sharing, and best practice exchanges.

International norms and leadership are also crucial, with both countries encouraged to jointly shape the norms and rules governing digital and telecommunications security.

The first webinar, on February 25, will feature leading experts on 5G technology issues discussing the evolving telecommunications infrastructure, the role of the private sector and the government, and policy options for U.S.-Japan IT cooperation. The moderator for the webinar is not specified, but the keynote speaker will be The Hon. Thomas Wheeler, former Chairman of the Federal Communications Commission (2013-2017) and Visiting Fellow at The Brookings Institution.

The conference is free of charge, and the webinar will be recorded for archival purposes. The conference is part of the "U.S.-Japan Alliance Conference Series", and details to check the event are not provided in the text.
