Construction of a new nuclear power facility planned in New York, aligning with the state's aspirations for sustainable energy.

New York Governor Kathy Hochul has set a bold new direction for the state's energy future, directing the New York Power Authority (NYPA) to develop and construct an advanced nuclear power plant in Upstate New York. This initiative forms part of New York State's broader strategy to achieve a clean energy economy and carbon neutrality.

The NYPA aims to develop at least one new nuclear energy facility with a combined capacity of no less than one gigawatt of electricity in Upstate New York. This substantial output is sufficient to power approximately one million homes.

To achieve this, NYPA will evaluate various advanced nuclear technologies and business models to determine the most suitable options for the project. This includes site and technology feasibility assessments, as well as consideration of financing options.

The initiative may involve partnerships with private investors and collaboration with regional stakeholders, such as the Canadian Province of Ontario. This collaboration aims to leverage existing projects, like the early site permit application by Constellation at Nine Mile Point in Oswego County.

A comprehensive feasibility study will be conducted in collaboration with other state agencies, including the New York State Energy Research and Development Authority (NYSERDA) and the Department of Public Service, to guide the development process.

The advanced nuclear power plant will provide zero-emission baseload power, complementing New York's ongoing deployment of renewable energy sources. This helps ensure a reliable and stable electricity supply while supporting the state's goal of achieving a zero-emission electricity sector by 2040.

Nuclear energy offers consistent power generation, which is crucial for supporting intermittent renewable sources like wind and solar. This balance is essential for meeting the state's increasing energy demands due to electrification and industrial growth.

By providing reliable and affordable energy, the project supports New York's economic development, particularly in attracting large manufacturers that create good-paying jobs. This aligns with the state's energy policy focused on energy independence and supply chain security.

The Governor's new initiative follows plans announced in January's 2025 State of the State presentation to explore the acceleration of advanced nuclear energy technologies. The Governor reiterated the need for "new, clean electricity resources" to meet growing power demand from new industrial development, building electrification, and electric vehicles.

The capacity of the new power plant is expected to produce at least one gigawatt of electricity. The Governor also noted a need to address the growing energy usage and associated emissions impact of computing needed to power AI.

When constructed, the new nuclear power plant is expected to provide zero-emission baseload power. NYPA, in collaboration with the Department of Public Service (DPS), will seek to develop at least one new nuclear energy facility.

The new nuclear development will complement the renewable energy deployment in New York State. This strategic move is a significant step towards enhancing New York State's clean energy portfolio, supporting economic growth, and advancing towards carbon neutrality.

The Governor's office has also announced awards for 6.4 GW of renewable energy projects, marking the largest-ever U.S. state investment in renewable energy. NYPA is tasked with securing key partnerships for the new nuclear energy facility, furthering the state's commitment to a sustainable and prosperous energy future.

The New York State Energy Research and Development Authority (NYSERDA), in collaboration with the New York Power Authority (NYPA), will work on a comprehensive feasibility study to explore advanced nuclear technologies for the proposed nuclear power plant. This study aligns with the environmental-science sector, as it aims to develop a clean energy source that minimizes carbon emissions.

The governor's initiative also includes strategic partnerships with private investors and regional stakeholders like Ontario, leveraging existing projects to finance the new nuclear technology development.
