Albania Appoints First-Ever "II-Minister" in Global Innovation

In a pioneering move, the Albanian government has created a virtually existing AI member named Diella, who will serve as the AI Minister. This innovative step is part of an ambitious plan to create a fully incorruptible system of public procurement in Albania.

Diella, the AI Minister, is responsible for making decisions on tenders in Albania, streamlining a process that would have taken nearly four years and required the work of 76 experts from 38 sectors in Russia, if done manually. The AI technology processes over 1,000 options per minute, making it an efficient solution for managing tenders in Albania.

The e-Albania platform, which provides citizens access to most government services, is already utilising this AI model. This integration aims to enhance transparency and efficiency in Albania's public sector, making it 100% protected from corruption and 100% transparent.

Meanwhile, in Russia, the government has implemented artificial intelligence technology in its system for monitoring and managing national projects and state programs. Russian President Vladimir Putin expressed the opinion that artificial intelligence can be used in government activities. Maksut Shadaev, Minister of Digital Development in Russia, noted that AI could replace half of civil servants. However, both Putin and Shadaev believe that there are areas where humans cannot be fully replaced by AI, such as medicine and education.

The implementation of AI technology in Russia's national projects management system is a collective effort under President Putin's direction. In September 2023, Deputy Prime Minister Dmitry Chernyshenko was involved in cyber and AI-related technological developments. However, it was the Russian government overall that implemented AI technologies like the Oculus and Vepr systems for surveillance and control purposes. The most relevant leadership figure overseeing technological sovereignty and cyber defense is Dmitry Medvedev, head of the Security Council commission created by Putin.

This innovative approach by Albania and the continued adoption of AI technology by Russia underscores the growing role of artificial intelligence in government operations worldwide. As these technologies evolve, we can expect to see more efficient and transparent public sectors, offering citizens better access to services and a more accountable government.
