Enhance the Application of Artificial Intelligence in Governance - Advocates Push for Enhanced AI Integration in Government Operations

In the Hessian parliament, the Green party has advocated for greater utilization of artificial intelligence (AI) in administrative tasks at both state and local levels. The party has proposed a draft bill to establish a legal basis for the use of AI applications and AI-based administrative acts in Hessian administration.

Speaking in Wiesbaden, Green faction leader Mathias Wagner explained that such a law would provide employees with legal certainty regarding when, how, and for what purposes AI can be used in their daily work. Wagner noted the potential benefits of AI, including reduced processing times, more citizen-friendly administration, and relief for employees from performing routine tasks. However, he stressed the importance of a clear legal framework and transparency in the use of AI.

Wagner further explained that AI could automate standard tasks, allowing human employees to focus on rights-sensitive and complex issues. He highlighted the complexity and outdated nature of provisions in the current Hessian Administrative Procedure Act regarding automated administrative acts.

The proposed AI law aligns with the EU's AI regulation for administration, aiming to create legal certainty for employees and administrative bodies alike. The Hessian region has already made strides in AI development, with initiatives such as the "Reasonable Artificial Intelligence" (RAI) Cluster of Excellence and the hessian.AI center being instrumental in promoting AI innovation and research. These initiatives underscore Hesse's focus on developing trustworthy and resource-conscious AI systems, which could indirectly support legal certainty and efficiency in AI use within administrations.

In the proposed AI law, there is a focus on establishing a clear employment policy regarding artificial-intelligence applications, providing legal certainty for employees in the Hessian administration. With this law, vocational training programs for employees might incorporate technology like AI and AI-based administrative acts, aiming to optimize routine tasks and allow for more efficient service delivery.
